Local Notes

Digging in Middletown

Middletown sits on the west side of the Connecticut River. The city's own plan describes ground that runs from flat marshland near the river to rugged land close to 900 feet high along the Meriden line.

Building permits come from the city's Building Division. Work that affects wetlands or watercourses goes to the Inland Wetlands and Watercourses Agency, part of the Land Use Department.

Connecticut requires a Call Before You Dig request (811) at least two full working days before anyone digs with power equipment. When you hire a contractor, the contractor makes the call, and the utilities mark their lines.

On our jobs, we file the 811 request ourselves before the machine starts.

  • The Mattabesset River forms the city's northern boundary. The Coginchaug River joins it about half a mile above the Connecticut.
  • Some low-lying land along the rivers floods at times, according to the city plan.
  • The plan describes soils in much of the north and west as medium to heavy, with slow internal drainage and some poorly drained clay or silt.
  • Sumner Brook and its tributaries drain much of the south central part of the city.
